Apply a promo code to the current plan

/organizations/billing/subscriptions/promo/:organization

Applies a Stripe promotion code (including affiliate codes) to the organization's live subscription. Only allowed while the plan has no discount, at most one attempt per minute per organization (429 otherwise). Partner referral codes (those on a PromoteKit campaign coupon) are refused here, since they only count when used to subscribe. Owner/manager only.
