Preview a seat change

/organizations/billing/subscriptions/seats/preview/:organization

Returns the current seat state and, when seats differs from it, what changing to that total would charge today (prorated) and what the next renewal would be. Amounts are in cents. block explains why seats cannot be changed (unlimited plan, no subscription, or an unpaid invoice). Owner/manager only.
