Finish a seat change after card authentication

/organizations/billing/subscriptions/seats/confirm/:organization

Completes a seat change that needed card authentication. If the invoice was paid the new seats are synced (and given to assignTo), otherwise the invoice is voided and the seats stay as they were. Owner/manager only.
